A single scheme, applied SEPA-wide
Verification of Payee (VoP) is not a national product — it is a single scheme, governed by the European Payments Council (EPC), that applies the same real-time IBAN/name check to euro overboekingen across the whole SEPA zone. Wherever a payer and a begunstigde bank sit, the question asked is identical: does this name Overeenkomst this account?
The obligation comes from the EU Verordening instantbetalingen (Regulation (EU) 2024/886). Euro-area leverancierii de servicii de plată have had to offer VoP gratuit on every euro overboeking since 9 October 2025. Furnizorii de servicii de plată in EU countries that have not yet adopted the euro — Sweden, Poland, Romania, Bulgaria, Hungary, Czechia, Denmark and others — join the obligation by 9 July 2027, once they can send and receive SEPA instant overboekingen.
Every check returns one of four standardised outcomes — Overeenkomst, Bijna overeenkomst, Geen overeenkomst, or not possible — in under a second, before the payer authorises the overboeking. That consistency is what makes VoP effective against plăți greșit direcționate and overboeking autorizat (APP) fraud: a payer in Rome gets exactly the same signal quality as a payer in Amsterdam or Warsaw.
What changes from country to country is the local name and market context, not the mechanics. Verification of Payee (VoP) is the EPC-governed SEPA scheme that checks, in real time, whether the name a payer enters matches the IBAN of the begunstigde before a euro overboeking is sent. It has been live across the euro area since 9 October 2025 under the EU Verordening instantbetalingen.
All SEPA countries are in scope. Euro-area countries — including Germany, France, Italy, Spain, the Netherlands, Belgium, Austria, Ireland, Portugal, Greece, Finland and Luxembourg — have had to offer VoP since 9 October 2025. EU countries outside the euro area, such as Sweden, Poland, Romania, Bulgaria, Hungary, Czechia and Denmark, join the obligation by 9 July 2027.
The payer's bank sends the begunstigdeului name and IBAN to the begunstigdeului bank through the EPC's VoP scheme. The response — Overeenkomst, Bijna overeenkomst, Geen overeenkomst, or not possible — comes back in under a second, before the payer authorises the overboeking, so mistakes and fraud can be caught before the money moves.
